Dr. Sam Roberts

Sam Roberts is the Chief Executive of the National Institute for Health and Care Excellence. She has worked in healthcare for 20 years in a combination of clinical, operational, private sector and academic roles. She originally trained as a doctor before undertaking an MBA and joining McKinsey and Company. Her focus for the last 15 years has been on improving quality of clinical care and supporting uptake of innovation - as Head of Operations at a large teaching hospital in London (UCLH), Director of Innovation, Research and Life Sciences at NHS England and Improvement and Chief Executive of the Accelerated Access Collaborative. Prior to joining NICE she invested in early stage digital health and diagnostics companies. She has an academic interest in the influence of health economic analysis on policy and clinical practice, having worked at the London School of Economics followed by doctoral studies at the University of Oxford. 


Clifford Goodman, PhD, is a Senior Vice President at The Lewin Group, a health care policy consulting firm based in the Washington, DC, area.  The Lewin Group is a unit of Optum, a major subsidiary of UnitedHealth Group.    Cliff has more than 30 years of experience in HTA, evidence-based health care, comparative effectiveness research, clinical practice guidelines, health economics, and studies pertaining to health care innovation, regulation, access, and payment.  He directs projects for an international range of government agencies; pharmaceutical, biotechnology, and medical device companies; health care provider institutions; and professional, industry, and patient advocacy groups.     Cliff’s recent work has involved such areas as chronic disease, infectious disease, cancer, rare diseases, diagnostic testing, pharmacogenomics, gene therapy, biosimilars, value frameworks, value-based contracting, social determinants of health, and applications of real-world data.  Since 2012, he has directed a major project to support the development and updating of evidence-based clinical practice guidelines using the rigorous GRADE methodology for the U.S. Veterans Health Administration and Department of Defense.  Cliff is an internationally recognized health policy issues moderator and facilitator of symposia, expert panels, advisory boards, and focus groups, having conducted hundreds of such events in recent years.    A founding member of HTAi, Cliff has served on its Board, as its president, and on numerous committees for many years through the present.  He is a past Chair of the Medicare Evidence Development & Coverage Advisory Committee for the U.S. Centers for Medicare and Medicaid Services.  He is a Fellow of the American Institute for Medical and Biological Engineering.  In 2022, he received the David Banta Distinguished Career Award in Health Technology Assessment from HTAi.     Cliff earned a PhD from The Wharton School of the University of Pennsylvania, a Master of Science from The Georgia Institute of Technology, and a Bachelor of Arts from Cornell University.
